There are so many apps to make things like the above picture. Some of my favorite mobile apps are Phonto, Superimpose, and Image Chef. You have to experiment and see what you like. Some of my simpler Mac apps are ColorStrokes, Pencil Sketch EZ, Sketchbook Express, and Art Text 2 Lite.
